Answer: Anyone who would like to trade stocks can. You simply need to open an account with a broker. (Optionsexpress, Thinkorswim, TDAmeritrade, Zecco, etc.)
Usually you will need to deposit a minimum amount when you open an account which is normally between $2,000 - $5,000 depending on the broker.
One other thing to add, most brokers will only allow you to buy and sell stocks and bonds until you have some experience.
To do more advanced strategies you normally have to be approved. I remember when my Dad opened an account with TDAmeritrade he had to apply to be able to sell covered calls in his account. And then apply again if he wanted to do more advanced strategies.
P.S. even though it can be a headache it is probably for the best. Until you do have a feel for the market it is probably better to not trade anything too advanced.
P.S.S. If you want to get around all that you could open an account with www.thinkorswim.com. That is the broker I use and they let you trade whatever you want no questions asked.
