What is The January effect?

Hi, Does the stock market traditionally go up or down in January?

I heard that it typically goes down in the summer months but picks up in the fall.
Then what?

I know that people buying retirement funds in the spring has an effect on the upside usually but what the story for January? is it kinda a reflection of the shopping reports after Christmas indicating consumer spending that reflects what January might do.
THANKS!
Pat
