Is stock churning happening here?

I have a stock that has a P/E ratio of 1.3.Seems very low. I've noticed that the stock will go up 3-4 points then settle back to its starting position. Thios has occured several times in the last couple of months. About 72% of the stock is owned by institutional investors. My question is this:

Do the institutional investors with their high speed computers churn this stock e.g. selling it when it increases several points then repurchasing it when it falls back?

Pretty sure that would be illegal. An individual can’t buy or sell so many shares that it has a major affect on the price of the stock.

Sounds like you are noticing some parts of technical analysis. With technical analysis there are imaginary lines that play a major role in a stocks short term movement.

That level you are noticing would be called a resistance level. When the stock gets to a certain level traders look at the last time it was at that level then panic and sell dragging the price down. The more and more times this happens the more likely it will happen next time.

If it ever breaks through that level, which it will if it is a good stock, it will probably trigger a big upward movement because now the sky is the limit and who knows where the next resistance level will be at.
