is it a good buy?

over last 3 years stock price has fell from $50 to $18 per share. Company has paid $1 dividend each year. they want to continue $1 dividend for the next 3 yearsthen increase it by 6% per year - comparable stocs are returning 11%. Is this a good buy?

and how do you think the market feels about the management of the company

Well if it is still paying a dividend it could be a good sign and indicate that it still has income. But you may want to check it out some more with other indicators such as the PE ratio, Book value, etc.

Do your own research first this way you know why you bought it, why you might want to exit, and how to find other stocks.
