Normally they are considered to be a bad sign, because the owners are trying to raise the price of the stock to get more investors. The poor fundamentals that brought the company to such a low level in the first place are usually still in play so they are likely to fall back down.

Of course I wouldn’t buy/sell anything because of a reverse stock split, but in general they are not a good sign.
